Often, when requirements are vague and still in research, I rapidly break through early ideas to get the conversation going.
I started with mind-maps, personas, and scenarios.

User stories emerged and I frequently sketched early ideas around how the personas could accomplish these tasks.
I wireframed the interaction for both the iPhone and the iPad form factors independently.
Shortly thereafter, I dove deeper into medium fidelity. I went from a single sketch to a series of wireframes telling a story.
Sometimes as frequently as every 2-3 days, I present the stories to gather feedback and iterate on ideas quickly. I presented the designs as if I were a persona trying to accomplish the tasks.
Once product management refined the requirements, my design work officially started. After refocusing the user stories around our requirements, I continued to design how to meet those user needs.
After each design iteration, I played back the ideas to other designers, product management, and our executives for continuous feedback. Most importantly, I gathered feedback from our clients along the way.
In the absence of a dedicated Task Analyst and prototype developer, I ran user evaluations along the way. I developed a technique for accomplishing this with a phone, web conference, and $0 budget that has proven to be quite successful!
